Planning in new rural development in Thua Thien Hue Province

On October 4, a workshop on “Planning in new rural development in Thua Thien Hue province” was organized by the Center for Rural Development in Central, Hue University of Agriculture and Forestry in collaboration with the Department of Planning and Investment, and  Department of Agriculture and Rural Development in Thua Thien Hue Province. The workshop was within the framework of the project “ Enhancing the effectiveness of the National New Rural Development Program in Thua Thien Hue Province ” funded by the Embassy of Ireland.

The problems arising in the planning of new rural development were the top concern of most localities in the province. Therefore, this workshop has attracted more than 40 delegates, including Deputy Director of Planning and Investment Department of Thua Thien Hue, Director of Department of Rural Development of Thua Thien Hue, 3 representatives of the divisions of those 02 Departments, 16 delegates from the Division of Agriculture, Division of Finance – Planning and Steering Committee of Planning for New Rural Development Program of 8 districts of Thua Thien Hue province, 12 delegates who are officials directly taking part in the of New Rural Development Program in 06 communes of the province. Besides that, there were also representatives from the Rural Development Project implementing in Thua Thien Hue funded by Luxembourg, from some NGOs and from Hue University of Agriculture and Forestry.

In the workshop, the participants discussed the inadequacies in the developing and implementing of socio-economic plan integrating with New Rural Development Program. Focus was gave to sharing experiences on the planning in some programs/ projects being implemented in the areas of Thua Thien Hue province; identifying the inadequacies in the promulgated planning process in New Rural Development Program applied at present, providing recommendations for adjusting and improving the processe; analyzing the difficulties and shortcomings in the implementation of the Program and solutions to those ones; proposing amendments to the provincial policies and mechanisms to enhance the effective implementation of planning process in New Rural Development Program.

Although the workshop took place in just one day, several insightful comments  were delivered thanks to thepositive and enthusiastic working spirit of the participants.,  . The participants stateded the current conditions and difficulties of each locality and discussed solutions to those difficulties, which would be important information for the localities to amend and improve the implementation of planning in New Rural Development Program in the coming time.
